 Depends on what performance enhancing drugs are. Steroids? Yes. Caffeine? No. Yet, both can help an athlete perform better...

 I don't think it's necessary. People take drugs all the time for different reasons. Some medicinal, some euphoric, some for athletic reasons. People can change so I think a life ban is too harsh, especially if you get caught with aspirin etc.
